前言
根据北京市市场监督管理局《2021年北京市地方标准制修订项
目计划(第一批)》(京市监发〔2021〕19号)的要求,标准编制
组经广泛调查研究,认真总结实践经验,参考国内相关标准,并在
广泛征求意见的基础上,修订本标准。
本标准主要技术内容是:1总则;2术语和符号;3基本规定;4
调查与检测;5场地与地基基础;6砌体结构房屋;7混凝土结构房屋;
8钢结构房屋;9木结构房屋;10底层框架砖房和内框架房屋;11房
屋结构安全性、抗震和结构综合安全性鉴定评级。
本标准修订的主要技术内容是:
1.增加了对2001年及其以后建造房屋建筑的抗震鉴定分类和相
应的抗震鉴定要求;
2.增加了多层和高层钢结构房屋抗震鉴定的要求;
3.增加了木结构房屋抗震鉴定的要求;
4.修改完善了房屋结构综合安全性的评级要求。
本标准由北京市住房和城乡建设委员会、北京市市场监督管
理局共同负责管理,由北京市住房和城乡建设委员会归口、组织
实施,并负责组织编制单位对具体技术内容进行解释。执行过程

1总则
1.0.1为规范北京市既有房屋结构综合安全性鉴定,统一技术要求,
保证鉴定质量,制定本标准。
1.0.2本标准适用于北京市既有城镇房屋结构综合安全性的鉴定,
不适用于新建工程结构设计和施工质量的评定。
1.0.3北京市既有房屋结构综合安全性鉴定,除应符合本标准外,
尚应符合国家及北京市现行有关标准的规定。

2术语和符号
2.1术语
2.1.1结构安全性鉴定structuresafetyappraisal
对不包括地震作用效应组合的建筑结构承载力、整体稳定性和
构造所进行的调查、检测、验算、分析和评定等一系列活动。
2.1.2专项鉴定specialappraisal
针对房屋建筑某特定问题或要求所进行的调查、检测、验算、
分析和评定等一系列活动。
2.1.3抗震鉴定seismicappraisal
对考虑地震作用效应组合的建筑结构承载力、结构体系、结构
布置和抗震措施等所进行的调查、检测、验算、分析和评定等一系
列活动。
2.1.4综合安全性鉴定comprehensivesafetyappraisal
同时进行房屋结构安全性和抗震性能鉴定所进行的调查、检测、
验算、分析和综合评定等一系列活动。
2.1.5综合抗震能力comprehensiveseismiccapability
整个建筑结构综合考虑其抗震措施和抗震承载力等因素所具有
的抵抗地震作用的能力。
2.1.6结构整体性integralbehaviorofstructure
综合考虑结构布置、支撑系统或其他抗侧力系统和结构及其构
件间的连接构造等,来充分发挥各构件的承载能力和变形能力的结
构整体牢固性能。
2.1.7鉴定系统appraisalsystem
根据被鉴定建筑物的结构特点和结构体系的种类,将该建筑物
划分成一个或若干个可以独立进行鉴定的区段,每一区段为一鉴定
系统。

2.1.8子系统sub-system
鉴定系统中细分的组成部分,结构综合安全性鉴定中一般按场
地与地基基础、主体结构划分为二个子系统。
2.1.9构件集assemblyofmembers
同类构件的合集,分为主要构件集和一般构件集。
2.1.10主要构件dominantmember
其自身失效将导致其他构件失效,并危及主体结构安全的构件,
包括承重柱、墙、主梁、悬挑梁、屋架、悬索等。
2.1.11一般构件commonmember
其自身失效为孤立事件,不会导致其他构件失效的构件,包括
次梁、连梁、楼板、木檩条、搁栅、椽条等。
2.1.12有效建设资料validconstructionfiles
符合被检测鉴定房屋建筑实际的岩土工程勘察报告以及竣工图
纸等施工验收资料的总称。
2.1.13CA类建筑categoryCAbuildings
本标准中,指按2002年至2010年期间实施的建筑抗震设计规
范等设计建造的房屋建筑。
2.1.14CB类建筑categoryCBbuildings
本标准中,指按2011年开始实施的建筑抗震设计规范等设计建
造的房屋建筑。
2.2符号
2.2.1结构性能、作用效应和计算系数
R——结构构件的承载力设计值;
R'——考虑结构体系影响系数和局部影响系数的结构构件抗
震承载力设计值;
S1——不考虑地震作用效应的结构构件内力组合的设计值;
S2——考虑地震作用效应的结构构件内力组合的设计值;
βci——楼层综合抗震能力指数;

γ0——结构重要性系数;
γRa——抗震鉴定的承载力调整系数;
ψ1——抗震措施的体系影响系数;
ψ2——抗震措施的局部影响系数。
2.2.2鉴定评级
au、bu、cu、du——构件或其检查项目的安全性等级;
Au、Bu、Cu、Du——子系统或子项的安全性等级;
Asu、Bsu、Csu、Dsu——鉴定系统安全性等级;
ae、be、ce、de——构件抗震承载力等级;
Ae1、Be1、Ce1、De1——子系统抗震承载力子项等级;
Ae2、Be2、Ce2、De2——子系统抗震措施子项等级;
Ae、Be、Ce、De——子系统的抗震能力等级;
Ase、Bse、Cse、Dse——鉴定系统抗震能力等级;
Aeu、Beu、Ceu、Deu——鉴定系统综合安全性等级。

3基本规定
3.1一般规定
3.1.1在下列情况下,应进行房屋结构综合安全性鉴定:
1达到设计工作年限需要继续使用的;
2原设计未考虑抗震设防或抗震设防类别提高或抗震设防烈
度提高地区的建筑;
3拟进行结构改造、扩建、移位,改变房屋使用用途、使用环
境,且对整体结构安全不利的;
4变动房屋主体或承重结构且对整体结构安全不利的;
5存在较严重的质量缺陷、变形、受力裂缝或疲劳裂纹、钢筋、
钢材锈蚀等损伤的;
6因灾害或事故导致结构整体损伤的;
7出现地基不均匀沉降导致结构损伤、变形的;
8地基基础或建筑结构的安全评估结果为严重不符合使用安
全要求的;
9毗邻的建设工程施工影响房屋建筑使用和结构安全性与抗
震性能的。
3.1.2在下列情况下的B类、C类建筑,建筑抗震设计符合建造时
期的规范要求、未进行结构改造和使用功能改变、房屋建筑现状良
好时,可进行结构安全性鉴定:
1房屋因局部改造(不包括局部加层)而影响其周边的结构构
件安全的;
2因灾害或事故导致结构局部损伤的;
3正常使用中发现个别结构构件存在安全隐患的;
4地基基础或建筑结构的安全评估结果为不符合安全使用要
求的。

3.1.3在下列情况下,应依据相关规范的规定进行专项鉴定:
1对维修有专门要求的;
2结构需进行耐久性治理的;
3结构存在明显振动影响的;
4结构或地基需进行长期监测的。
3.1.4在对房屋进行结构综合安全性、结构安全性鉴定和专项鉴定
等工作时,其鉴定的对象宜为整幢建筑或由变形缝划分的相对独立
的结构系统。对于结构安全性鉴定和专项鉴定,应根据对周围和下
部构件的影响程度,确定鉴定子系统的子项或某一类构件集或若干
构件等;对于专项鉴定,应根据鉴定内容和房屋实际情况确定鉴定
方案。
3.2鉴定程序及分类
3.2.1房屋结构综合安全性鉴定的工作程序,宜按图3.2.1进行,结
构安全性鉴定和专项鉴定应根据鉴定内容确定鉴定工作程序。

3.2.2资料核查与现场查勘工作,宜包括下列基本内容:
1核查委托方提供的房屋建筑建设资料齐全、有效情况,建设
资料应包括岩土工程勘察报告、竣工图或设计图、施工及验收资料

等;
2核查委托方提供的房屋建筑维修记录和使用情况,维修记录
应包括历次修缮、改造、扩建与加固等,使用情况应包括条件改变
以及受灾等情况及其相应的维修;
3现场查勘房屋建筑实际情况时,应核实委托方提供的资料与
房屋建筑符合情况,了解房屋建筑实际使用状况、结构体系和结构
布置在使用过程中是否有变更,初步观察地基基础状况,观察结构
和构件、建筑部件中出现的变形、损伤等。
3.2.3房屋建筑资料核查与现场查勘结果,可按本标准附录A房屋
建筑状况检查汇总表填写。
3.2.4根据现场查勘结果,宜按表3.2.4将鉴定房屋建筑状况初步分
为良好、一般和较差三种状况。
