前言

根据北京市市场监督管理局《2023年北京市地方标准修订项目计划(第一批)》(京市监函〔2023〕

5号)的要求,规程编制组经广泛调查研究,认真总结实践经验,参考国内外相关标准,并在广泛征求

意见的基础上,修订本规程。

本规程的主要技术内容是:1总则;2术语;3基本规定;4原材料管理;5试验管理;6设备及

信息化管理;7生产管理;8运输与交付;9浇筑与养护;10资料管理。

本规程修订的主要技术内容是:

1删除了混合砂术语,增加了混凝土、进场初检、复试检验和回收水等术语;

2调整了基本规定内容,增加了现行国家标准《混凝土结构通用规范》GB55008的相关要求;

3调整了原材料管理的相关规定,细化了原材料采购、存储、检验和留样的规定,调整了掺合料品

种,增加了轻骨料和重晶石骨料的质量要求;

4调整了强度检验评定、试样留置等试验管理的相关规定,增加了冬期配合比设计规定,调整了试

配记录内容要求,调整了配合比使用要求;

5增加了设备管理中自校量程和砝码规格要求,增加了期间核查要求;新增信息化管理要求;

6调整了生产管理中超授权试件留置、搅拌时间、首次开盘、基本性能试验、耐久性试件留置、混

凝土取样、试件制作记录、试件编号、日志和影像资料等相关规定;增加了冬期施工期限、骨料存储和

热水温度等规定;

7调整了运输与交付过程中的资料交付和现场验收等规定;

8增加了浇筑与养护过程中的影像资料留存、雨雪季施工和冬期养护等相关规定;

9调整了资料归档和电子载体的相关规定。

本规程由北京市住房和城乡建设委员会、北京市市场监督管理局共同负责管理,北京市住房和城乡

建设委员会归口、组织实施,并负责组织编制单位对具体的技术内容进行解释。执行过程中如有意见或

1总则

1.0.1为加强预拌混凝土质量管理,提高预拌混凝土生产和应用管理水平,做到保证质量,促进绿色低

碳和智能建造,实现高质量发展,制定本规程。

1.0.2本规程适用于北京市行政区域内预拌混凝土生产、运输和使用等过程中的质量管理。

1.0.3预拌混凝土的生产、运输和使用的质量管理除应符合本规程外,尚应符合国家和北京市现行有关

标准的规定。

2术语

2.0.1混凝土concrete

以水泥、骨料和水为主要原材料,也可加入外加剂和矿物掺合料等材料,经拌合、成型、养护等工

艺制作的、硬化后具有强度的工程材料。

2.0.2预拌混凝土ready-mixedconcrete

在搅拌站(楼)生产的、通过运输设备送至使用地点的、交货时为拌合物的混凝土。

2.0.3混凝土拌合物工作性workabilityofconcrete

混凝土拌合物在一定施工条件下,便于施工操作且能保证获得均匀密实的性能,主要包括流动性、

黏聚性和保水性。简称混凝土工作性。

2.0.4进场初检initialsiteinspection

对进场的原材料规格及型号进行核验、部分指标进行快速检验,并对其质量是否符合要求做出初步

确认的活动。

2.0.5复试检验repeattest

原材料进场后,在进场初检和质量证明文件核查符合要求的基础上,按照有关规定抽取试样送至试

验室进行检验的活动。

2.0.6回收水recycledwater

预拌混凝土生产企业在废弃混凝土分离、搅拌机和混凝土运输车搅拌罐内部清洗等过程中产生的含

细骨料、粉料、外加剂等的混合液。

3基本规定

3.0.1预拌混凝土企业应按有关规定取得预拌混凝土专业承包资质。

3.0.2预拌混凝土企业应建立完善的质量管理体系,制定相关的质量控制制度。

3.0.3预拌混凝土企业的关键岗位人员应经过培训,具备相应的知识和技能。

3.0.4预拌混凝土企业的生产应符合现行北京市地方标准《预拌混凝土绿色生产管理规程》DB11/T642

的有关规定,试验室应符合现行北京市地方标准《建设工程检测试验管理规程》DB11/T386的有关规

定。

3.0.5预拌混凝土企业向建设工程供应的混凝土质量必须符合现行国家标准《预拌混凝土》GB/T14902

和《混凝土结构通用规范》GB55008等标准的规定。

3.0.6原材料进场应按本规程第四章要求进行复试检验,当设计有其他要求时,还应按照相应要求进行

检验,检验合格后方可使用。

3.0.7不得在预拌混凝土运输、输送和浇筑过程中加水;运输、输送、浇筑过程中散落的混凝土不得用

于结构浇筑。

3.0.8预拌混凝土质量控制全过程宜采用自动化设备及信息化技术。

4原材料管理

4.1一般规定

4.1.1预拌混凝土企业应建立健全的原材料管理制度,应包括原材料供方管理、采购管理、进场初检、

复试检验和使用管理等。

4.1.2原材料应符合国家现行相关标准的有关规定,并应根据技术要求和工程特点选用。

4.1.3预拌混凝土企业应加强原材料合同管理,明确买方对产品的明确技术指标要求和卖方相应的质量

承诺。

4.1.4预拌混凝土企业应建立原材料供应商档案,对原材料供应商的产品质量、供货能力、环保及服务

进行综合评价,形成稳定的原材料采购渠道。订货前,应对原材料质量进行检验和确认。

4.1.5原材料供应商应提供相应的质量证明文件。预拌混凝土企业应对质量证明文件进行核验和确认,

并将质量证明文件的原件或复印件存档。质量证明文件应包括型式检验报告、出厂检验报告或产品合格

证等。

4.1.6预拌混凝土企业应及时对进场的原材料进行进场初检,并留存检验记录。企业宜参照表4.1.6选

择原材料进场初检的项目,并确定初检频次。

4.1.7预拌混凝土企业应对原材料存储过程进行控制,确保存储一致。原材料应分仓存储,不得混仓。

4.1.8原材料储存仓应设有明显标识,宜采用电子信息化标识。标识应注明原材料的品名、厂家、等级、

规格、试验编号、检验状态等信息。

4.1.9预拌混凝土企业应制定不合格原材料评审处置措施与制度,不得使用不符合相应标准要求的原材

料。

4.1.10预拌混凝土企业应按相关标准要求留样,应建立留样台账,样品存放环境应符合相关标准规定,

留样数量和留置时间应符合表4.1.10规定。

4.2水泥

4.2.1预拌混凝土所用水泥应符合现行国家标准《通用硅酸盐水泥》GB175等相关产品标准的规定。

4.2.2水泥品种的选用应根据预拌混凝土的设计、施工要求以及工程所处环境确定,并符合下列规定:

1宜选用通用硅酸盐水泥;

2对于有抗渗、抗冻融要求的混凝土,宜选用硅酸盐水泥或普通硅酸盐水泥。

4.2.3水泥在运输和仓储过程中应有防潮措施。水泥进场后应按品种、强度等级、生产厂家分仓存储,

不得混仓。当水泥出厂超过三个月(快硬水泥一个月)时,应进行复试检验,并按复试结果使用。

4.2.4水泥的复试检验项目应包括胶砂强度、安定性、凝结时间、细度。同厂家、同品种、同强度等级

的散装水泥不超过500t为一检验批;当同厂家、同品种、同强度等级的散装水泥连续进场且质量稳定

时,可按不超过1000t为一检验批。同厂家、同品种、同强度等级的水泥每年至少检验一次氯离子含量。

4.3骨料

4.3.1预拌混凝土所用骨料的性能指标应符合现行国家标准《混凝土结构通用规范》GB55008和现行

行业标准《普通混凝土用砂、石质量及检验方法标准》JGJ52等相关标准的规定。

4.3.2预拌混凝土企业应选择来源符合相关规定的骨料。

4.3.3细骨料宜选用级配良好、质地坚硬、颗粒洁净的天然砂、机制砂或混合砂。当多种砂混合使用时,

其混合比例应经试验确定。

4.3.4粗骨料宜选用粒形良好、质地坚硬的洁净碎石或卵石。粗骨料宜选用二级或多级配。

4.3.5满足预拌混凝土性能要求的工业尾矿和废石可用于预拌混凝土生产,其质量应符合现行行业标准

《普通混凝土用砂、石质量及检验方法标准》JGJ52的规定。

4.3.6再生细骨料应符合现行国家标准《混凝土和砂浆用再生细骨料》GB/T25176的规定;再生粗骨料

应符合现行国家标准《混凝土用再生粗骨料》GB/T25177的规定;轻骨料应符合现行国家标准《轻集料

及其试验方法第1部分:轻集料》GB/T17431.1的规定;重晶石骨料应符合现行国家标准《重晶石防辐

射混凝土应用技术规范》GB/T50557的规定。

4.3.7细骨料的复试检验项目应包括颗粒级配、含泥量(石粉含量)、泥块含量;粗骨料的复试检验项

目应包括颗粒级配、含泥量、泥块含量、针片状含量。同厂家、同规格的骨料不超过400m3或600t为一

检验批。当同厂家、同规格的骨料连续进场且质量稳定时,每周检验不应少于一次。

4.3.8结构混凝土用细骨料的坚固性、氯离子含量、机制砂石粉的流动比;粗骨料的坚固性等指标,同

一厂家、同一品种骨料,每年检验不应少于一次。当预拌混凝土质量发生异常时,应增加检验频次。

4.4矿物掺合料

4.4.1预拌混凝土用矿物掺合料包括粉煤灰、粒化高炉矿渣粉、硅灰、石灰石粉等。

4.4.2用于预拌混凝土中的粉煤灰应符合现行国家标准《用于水泥和混凝土中的粉煤灰》GB/T1596的

规定,宜采用Ⅰ级或Ⅱ级,Ⅲ级粉煤灰不得用于结构工程。设计使用年限大于等于50年的混凝土结构

不得采用C类粉煤灰。

4.4.3用于预拌混凝土中的粒化高炉矿渣粉应符合现行国家标准《用于水泥、砂浆和混凝土中的粒化高

炉矿渣粉》GB/T18046的规定;硅灰应符合现行国家标准《砂浆和混凝土用硅灰》GB/T27690的规定;

石灰石粉应符合现行国家标准《用于水泥、砂浆和混凝土中的石灰石粉》GB/T35164的规定。

4.4.4矿物掺合料的使用应符合《混凝土矿物掺合料应用技术规程》DB11/T1029等相关标准规定。当

使用标准无规定的矿物掺合料时,必须有充足的技术依据,并应在使用前进行试验验证。

4.4.5矿物掺合料复试检验应符合下列要求:

1粉煤灰的复试检验项目应包括细度、需水量比、烧失量、安定性(C类粉煤灰)。同厂家、同规

格且连续进场的粉煤灰不超过500t为一检验批;

2矿渣粉的复试检验项目应包括比表面积、流动度比、活性指数。同厂家、同规格且连续进场的矿

渣粉不超过500t为一检验批;

3硅灰的复试检验项目应包括二氧化硅含量、烧失量。同厂家、散装运输、连续进场的硅灰不超过

100t为一检验批;同厂家、袋装运输、连续进场的硅灰不超过30t为一检验批;

4石灰石粉的复试检验项目应包括细度、抗压强度比、流动度比、亚甲蓝值(MB)。同厂家、连

续进场的石灰石粉不超过200t为一检验批。

4.5外加剂

4.5.1减水剂、引气剂、泵送剂、早强剂、缓凝剂等外加剂应符合现行国家标准《混凝土外加剂》GB8076

标准的规定;防冻剂应符合现行国家标准《混凝土防冻剂》JC/T475标准的规定;膨胀剂应符合现行国

家标准《混凝土膨胀剂》GB/T23439标准的规定;速凝剂应符合现行国家标准《喷射混凝土用速凝剂》

GB/T35159标准的规定;其他外加剂应符合相应产品标准的规定。

4.5.2外加剂使用前应按照现行国家标准《混凝土外加剂应用技术规范》GB50119的规定进行相容性

试验,满足要求后方可使用。

4.5.3不同品种外加剂应分仓存储。不同品种外加剂复合使用时应对其相溶性和对混凝土性能的影响进

行试验。当不同种类外加剂交替使用时,使用前应清洗搅拌机、罐车、泵车、管道等设备设施。

4.5.4液体外加剂应放置阴凉干燥处,并采取措施防止日晒、雨淋、渗漏。冬期施工应采取措施防止结

晶,使用前应搅拌均匀。如有变色等现象,应经检验合格后方可使用。

4.5.5引气剂宜采用独立的计量系统。

4.5.6外加剂复试检验应符合下列要求:

1聚羧酸高性能减水剂的复试检验项目应包括密度(或细度)、pH值、含固量(或含水率)、减

水率。早强型聚羧酸系高性能减水剂应检测1d抗压强度比,缓凝型聚羧酸系高性能减水剂还应检测凝

结时间差。同厂家、连续进场的聚羧酸高性能减水剂不超过50t为一检验批;

2泵送剂的复试检验项目应包括pH值、密度(或细度)、含固量(或含水率)、减水率和坍
