前言
为贯彻落实党的二十大精神,推动《北京城市总体规划(2016年-2035年)》实施,按照北京市市
场监督管理局《关于印发2023年北京市地方标准制订项目的通知》(京市监发〔2023〕4号)的要求,
标准编制组经广泛调查研究,认真总结实践经验,参考有关国内外标准,并在广泛征求意见和试验验证
的基础上,制订本标准。
本标准的主要技术内容是:1.总则;2.术语;3.基本规定;4.数据分类与编码;5.数据结构;6.
元数据。
本标准由北京市规划和自然资源委员会和北京市市场监督管理局共同负责管理,北京市规划和自然
资源委员会归口并组织实施,组织编制单位对具体技术内容进行解释,北京市规划和自然资源标准化中
心负责标准日常管理。

1总则
1.0.1为落实国家“放管服”改革和自然资源部“多测合一”的要求,统一北京工程建设项目多测合一成果
的数据标准,规范工程建设项目多测合一各阶段测绘成果数据的内容与格式,方便数据提交、共享、分
析和应用,制定本标准。
1.0.2本标准适用于房建类和市政交通场站类工程(不含线性类工程)建设项目多测合一成果数据的制
作、提交与共享。
1.0.3工程建设项目多测合一成果数据除应符合本标准外,尚应符合国家和北京市现行有关标准的规
定。

2术语
2.0.1多测合一integrationofmultiplesurveyingandmapping
按照同一标的物只测一次和时间相近、内容相似、出资主体相同的原则,对同一工程建设项目各阶
段的多个测绘事项进行整合优化,以避免重复测绘、实现成果充分共享的测绘服务与管理模式。
2.0.2不动产单元代码realpropertyunitidentifier
按一定的规则赋予不动产单元的唯一和可识别的标识码。
2.0.3地籍区cadastraldistrict
在县级行政辖区内,以乡(镇)、街道界线为基础,结合明显线型地物划分的地籍管理区域。
2.0.4地籍子区cadastralsubdistrict
在地籍区范围内,以行政村、居委会或街坊界线为基础,结合明显线型地物划分的地籍管理区域。

3基本规定
3.1多测合一成果数据
3.1.1工程建设项目多测合一成果数据宜采用通用的地理空间关系型数据库文件存储和管理,后续直接
利用的图形成果宜采用通用的地理空间关系型数据库文件格式或通用的计算机辅助设计和制造的制图
文件格式,其相应文档成果应采用开放式文档或便携式文档格式。
3.1.2多测合一成果数据覆盖工程建设项目的立项用地规划许可、工程建设许可和施工、竣工验收和不
动产登记3个工程建设阶段,包括:
1立项用地规划许可阶段包括规划用地测量、土地勘测定界、不动产(土地)地籍测量3项测绘服
务事项的成果数据;
2工程建设许可和施工阶段包括房产预测绘、规划验线测量、规划建设过程测量3项测绘服务事项
的成果数据;
3竣工验收和不动产登记阶段包括竣工测量、房产实测绘、不动产(房地一体)地籍测量3项测绘
服务事项的成果数据。
3.1.3工程建设项目多测合一成果数据的精度应符合现行地方标准《工程建设项目多测合一技术规程》
DB11/T2032的规定。
3.1.4工程建设项目多测合一成果数据应与其相应文档成果的有关内容一致。
3.1.5工程建设项目多测合一成果数据的质量控制应按照现行国家标准《数字测绘成果质量检查与验
收》GB/T18316和《测绘成果质量检查与验收》GB/T24356的规定执行。
3.1.6工程建设项目多测合一成果数据应按相关规定提交。
3.2时空基准
3.2.1工程建设项目多测合一成果数据应采用北京2000坐标系与北京地方高程系,且应与国家统一基
准建立联系。
3.2.2时间基准应采用公元纪年和北京时间。
3.3计量单位
3.3.1坐标和高程的单位为米(m),成果数据取位至0.001m。
3.3.2长度和高度单位为米(m),成果数据取位至0.01m。
3.3.3面积单位为平方米(m2),成果数据取位至0.01m2;土地勘测定界的面积统计单位为公顷(ha),
取位至0.0001ha。

4数据分类与编码
4.1数据文件组织
4.1.1同一工程建设项目不同阶段的成果数据文件应统一管理。
4.1.2同一工程建设项目的成果数据文件应按树形结构组织,按不同阶段、不同测绘事项存储在同一文
件目录下。
4.1.3多测合一成果数据文件目录结构及其内部文件命名应符合表4.1.3的规定。

4.2空间要素编码规则
4.2.1多测合一成果空间要素类型按从属关系划分为大类、小类、一级类、二级类、三级类。
4.2.2空间要素编码由7位编码组成,第1位为大类编码,第2位为小类编码,第3-4位为一级类编
码,第5-6位为二级类编码,第7位为三级类编码,空间要素编码结构应符合图4.2.2的规定。

4.2.3大类应按照工程建设项目阶段划分,包括立项用地规划许可阶段、工程建设许可和施工阶段、竣
工验收和不动产登记阶段3类,设定为一位数字码。
4.2.4小类应按照各大类下属的测绘事项进行划分,包括规划用地测量、土地勘测定界、不动产(土地)
地籍测量、房产预测绘、规划验线测量、规划建设过程测量、竣工测量、房产实测绘、不动产(房地一
体)地籍测量等,设定为一位数字码。
4.2.5一级类编码为空间要素集的分类码,由两位数编码组成,空位以0补齐。
4.2.6二级类编码为空间图层的分类码,由两位数编码组成,空位以0补齐。

4.2.7三级类编码为要素类型编码,设定为一位数字码,由点、线、面、注记四种类型组成,其中点要
素类型为1,线要素类型为2,面要素类型为3,注记要素类型为4。
4.3空间要素编码
4.3.1空间要素编码和图式符号应符合表4.3.1的规定。
