引言

水力发电工程是关系国计民生的重要基础工程,承担发电及防洪、灌溉、供水、航运等综合利用功

能,在构建以新能源为主体的新型电力系统中发挥重要作用。为保障国家能源安全,有效促进水力发电

工程运行管理的科学化和规范化,充分发挥工程的综合效益,制定本文件。

本文件规定了水力发电工程运行管理的主要技术内容、方法和管理要求。

本文件适用于大中型水力发电工程的运行管理,小型水力发电工程可参照使用。

3术语和定义

下列术语和定义适用于本文件。

水力发电工程hydropowerproject

以水力发电为主要任务的水电站工程和以调峰、调频、储能和事故备用等为主要任务的抽水蓄能电

站工程。

水工建筑物hydraulicstructures

控制和调节水流,开发利用水资源、防治水害、实现水电工程目标的建筑物。
