前言

本文件按照GB/T1.1—2020《标准化工作导则第1部分:标准化文件的结构和起草规则》的规

定起草。

请注意本文件的某些内容可能涉及专利。本文件的发布机构不承担识别专利的责任。

本文件代替DB43/T923-2014《高速公路服务区服务管理规范》,与DB43/T923-2014《高速公路服

务区服务管理规范》相比,除结构调整和编辑性改动外,主要技术变化如下:

——更改了“范围”的主要技术内容(见第1章,2014年版的第1章);

——更改了“术语和定义”的术语(见第3章,2014年版的第3章);

——将“服务区功能”更改为“功能条件”,并更改了相应的技术内容(见4.1.1节,2014年版的

4.1.1节);

——增加了“运营条件”的办公管理用房配置及使用的规定(见4.1.2.2);

——删除了“运营条件”中与日常管理要求重复的内容(见2014年版的4.1.2.1,4.1.2.3);

——更改了“运营条件”中对饮用水和生活用水的规定(见4.1.2.3,2014年版的4.1.2.4);

——删除了“运营条件”中属于其他文件的技术内容(见2014年版的4.1.2.5、4.1.2.6、4.1.2.8);

——更改了“运营条件”中应提供24h服务的区域范围(见4.1.2.4,2014年版的4.1.2.7);

——增加了“安全要求”的若干规定,并将DB43/T923-2014年版的相关内容更改后纳入(见

4.1.3.2、4.1.3.4、4.1.3.5,2014年版的4.3.2、5.1.4.3、5.2.5.2、5.2.5节、5.3.5.2、5.3.5.4、

5.3.5.7、5.4.5.2、5.4.5.3、5.4.5.6、5.5.5.2、5.5.5.3、5.5.5.4、5.6.5.2、6.1.5.2);

——删除了“安全要求”中与“导向系统”、“安全与应急管理要求”、“信息系统”章节重复的技术

内容(见2014年版的4.3.7、4.3.8、4.3.10);

——删除了“安全要求”中属于其他文件的技术内容(见2014年版的4.3.4、4.3.5、4.3.6、4.3.8);

——增加了“信息化要求”中的相关技术内容(见4.1.4.1、4.1.4.2、4.1.2.3、4.1.4.4);

——删除了“信息化要求”中与“信息系统”重复的技术内容(见2014年版的4.4.1、4.4.2);

——更改了“文明服务要求”中对顾客投诉处理的规定(见4.2.1.1,2014年版的4.5.4);

——更改了“文明服务要求”中对服务流程的规定(见4.2.1.4,2014年版的4.5.3);

——增加了“文明服务要求”中从业人员拾到财物的规定,并将DB43/T923-2014年版的相关内容

更改后纳入(见4.2.1.5,2014年版的5.2.6.4、5.3.6.5、5.5.6.3、6.2.5.4);

——增加了“潮汐服务管理要求”、“日常管理要求”两节(见4.2.2节、4.3.1节);

——增加了“资产管理要求”中公共物业管理的规定(见4.3.2.3);

——增加了“改造管理要求”、“延伸服务管理要求”两节(见4.3.3节、4.4.1节);

——将“环保要求”更改为“绿色发展要求”,并更改了相应的技术内容(见4.4.2节,2014年版

的4.2节);

——将“加油(加气)站”更改为“车辆能源补给”,并更改了相应的技术内容(见5.1节,2014

年版的5.1节);

——更改了“车辆能源补给”、“公共厕所”中“服务要求”引用的条文(见5.1.6、6.2.5.1,

2014年版的5.1.6、6.2.5.1);

——将“超市”更改为“零售”,并更改了相应的技术内容(见5.2节,2014年版的5.2节);

1范围

本文件规定了高速公路服务区服务管理的总体要求以及经营区域服务管理、公共区域服务管理、设

施设备管理、安全与应急管理、服务质量评价与改进的具体要求。

本文件适用于已运营的高速公路服务区管理、经营与服务工作。

3术语和定义

下列术语和定义适用于本文件。

高速公路运营管理单位expresswayoperationmanagementunit

高速公路建成通车后,对高速公路的收费、养护、交通、安全、服务等系统进行计划、组织、指挥、

控制和协调的单位。

注:以下简称运营单位。
