引言

详细规划在五级三类国土空间规划体系中发挥着承上启下的关键作用,是实施国土空间用途管制和

核发建设用地规划许可证、建设工程规划许可证等城乡建设项目规划许可以及实施城乡开发建设、整治

更新、保护修复活动的法定依据,是优化城乡空间结构、完善功能配置、激发发展活力的实施性政策工

具。为进一步健全湖南省国土空间规划体系,指导和规范湖南省城镇开发边界内详细规划编制工作,提

高规划编制针对性、科学性和可操作性,根据相关法律法规、政策文件和技术标准,结合湖南省实际,

研究制定本文件。

本文件是城镇开发边界内详细规划编制工作的技术指南,各地可结合实际深入探索详细规划编制新

技术新方法,因地制宜细化本文件的规划技术要求。

城镇开发边界内详细规划编制技术指南

1范围

本文件提供了城镇开发边界内详细规划的总则、基础工作、单元划定与总量分解、分层编制与管控、

分类引导以及成果要求等方面的主要内容。

本文件适用于市(州)、县(市)集中连片城镇开发边界内及其紧邻区域的详细规划编制,其他城

镇建设区、镇(乡)政府驻地单独编制详细规划的可参照执行。

2规范性引用文件

下列文件中的内容通过文中的规范性引用而构成本文件必不可少的条款。其中,注日期的引用文件,

仅该日期对应的版本适用于本文件;不注日期的引用文件,其最新版本(包括所有的修改单)适用于本

3术语和定义

GB/T43214和GB/T50280界定的以及下列术语和定义适用于本文件。

3.1

单元unit

即详细规划单元,是传导落实总体规划、衔接相关专项规划要求,开展详细规划分层分类编制、管

理、实施和监督的基本单位。

3.2

街区block

由线性交通要素或自然地理要素等所围合的空间范围。

3.3

地块plot

综合考虑土地权属、线性交通要素和自然地理要素等因素划定的用地。

3.4

公益性用地publicwelfareland

以非营利为目的而建造的建构筑物及其相应设施的用地。

注:本文件中指公共管理与公共服务用地、交通运输用地、公用设施用地、绿地与开敞空间用地、特殊用地以及

保障性住房用地、城镇社区服务设施用地、农村社区服务设施用地。

经营性用地profit-orientedland

以营利为目的而建造的建构筑物及其相应设施的用地。

注:本文件指城镇住宅用地(保障性住房用地除外)、商业服务业用地、工业用地、物流仓储用地。

混合用地mixed-useland

土地使用功能超出用地兼容性规定的适建用途或比例,需要采用两种或两种以上用地性质组合表达

的用地类别。

4总则

4.1规划原则

宜遵循下列规划原则。

a)以人为本,提升品质。坚持以人民为中心的发展思想,增进人民福祉,推进生活圈建设,不断

提高公共服务设施配置标准和服务水平,加强历史文化保护和传承,塑造高品质空间。

b)绿色发展,安全韧性。践行生态文明建设和安全韧性城市建设要求,保护生态环境,集约高效

利用土地资源,划定蓝绿空间,统筹公共安全和综合防灾工程空间布局,充分考虑“平急

两用”公共基础设施建设,增强城市韧性应急能力和可持续发展竞争力,助力绿色高质量

发展。

c)科学传导,刚弹结合。以总体规划为依据,与相关专项规划相衔接,强化规划分级分层传导,

科学谋划空间发展和空间治理的时空秩序,把握底线刚性和发展弹性的关系。

d)因地制宜,体现特色。尊重地域差异性和发展多元化,结合自身的资源禀赋和发展实际,进行

分层编制和分类引导,实现全域全要素差异化管控,构建精细化城市治理体系。

e)编管协同,注重实施。充分对接管理事权,衔接既有的详细规划,强化编管互动,实现全生命

周期理念贯穿规划、建设、管理全过程各环节,切实提高详细规划统筹实施水平。

4.2规划编制层次

详细规划分为单元和街区两个层次。

单元层次详细规划宜实现城镇开发边界内全覆盖。各地根据开发建设条件的成熟度等因素,选择两

个层次合并编制或分阶段编制。两个层次合并编制情形宜根据具体情况整合相关编制内容,达到街区层

次规划深度。

a)单元层次。落实总体规划传导要求,衔接相关专项规划空间需求,明确单元功能定位、规模、

配套设施、城市设计等要求,并传导至各街区,作为街区层次的基础。侧重规划管控内容的传

导与统筹,相邻单元的系统协同。可单独编制或多个单元一并编制。

b)街区层次。依据单元管控要求,结合街区实际情况,优化空间布局,明确街区内的地块位置、

边界、规模、土地用途、开发建设强度、配套设施和建设引导等管控指标和要求,作为具体项

目实施的依据。侧重规划管控内容的落地与实施。可单独编制或多个街区一并编制。

4.3基本要求

结合地方实际,规划符合下列基本要求。

a)传导落实总体规划。落实总体规划战略目标、底线管控、功能布局、空间结构、资源利用等方

面的要求,逐级传导细化分解目标指标、强制性内容等。

b)衔接相关专项规划。衔接资源保护利用类、公共设施类、交通类、市政设施类、公共安全类、

产业与城乡发展类等相关专项规划,落实相关专项规划用地需求、空间管控等要求。

c)强化城市设计运用。运用城市设计方法,优化功能布局和空间结构,明确景观风貌、公共空

间、建筑形态等方面的管控引导要求,促进详细规划管控从二维向三维转变。重点控制区开

展城市设计,并将有关建议统筹纳入详细规划。

d)鼓励用地混合利用。适应城镇发展需求,支持产业转型升级和城镇功能品质提升,鼓励功能

用途互利、环境要求相似或相互间无不利影响的用地混合设置。宜在公共活动中心、交通枢

纽、城市更新等区域加强用地混合利用。

e)推动数字技术赋能。以空间资源精细化管控为核心目标,优化规划编制技术方法,充分运用

大数据、实景三维、国土空间规划实施监测网络(CSPON)等新技术与新手段。

f)加强多方协同联动。尊重多元主体的合法权益,遵循公开、透明的原则,在规划各个阶段,通

过问卷调查、现场讲解、网络公示等多样化形式拓展公众参与渠道,鼓励社区自治组织参与规

划编制和实施的全过程。

5基础工作

5.1现状调查

采取现场踏勘、部门走访、公众调查、大数据分析等方式,对自然条件、生态本底、历史文化资源、

社会经济、人口规模以及公共管理与公共服务设施、综合交通、公用设施、土地权属等现状进行详细调

查,总结现状特征,分析存在的问题,挖掘发展条件。

5.2底图底数

以年度国土变更调查、卫星影像、土地权属、批地供地、不动产登记等为基础数据,依据《国土空

间调查、规划、用途管制用地用海分类指南》,对现状地类进行转换、补充和细化。以2000国家大地坐

标系和1985国家高程基准作为空间定位基础,采用现势性好的比例尺为1:500-1:1000的地形图,形成“坐

标一致、边界吻合、上下贯通”的工作底图。

5.3前期研究

系统研究总体规划传导内容与相关专项规划衔接内容,统筹考虑地区发展规划、近期建设规划、部

门工作计划等,对接相邻区域的设施与用地布局,分析利益相关者诉求,研判空间保护与开发的要求,

重点区域开展城市设计、经济分析和产业分析等前期研究。

5.4综合评估

结合规划编制与实施情况,开展多维度的规划评估;结合空间资源利用情况,开展土地潜力评估;

各地可根据实际情况,增加规划单元及社区层面体检评估、规划安全评估等其他类评估。

6单元划定与总量分解

6.1划定单元

宜考虑下列因素,合理划定单元。

a)划定依据。根据总体规划的规划分区和相关控制要求,统筹考虑行政管理界线、地理空间要

素、土地权属边界、其他职能部门管理界线等因素,落实生活圈理念,合理修正总体规划划定

的详细规划单元,形成适宜编制与管理的单元范围、规模。城镇开发边界外与城镇功能密切相

关的紧邻区域,以及城镇开发边界内开天窗的区域可因地制宜划入邻近的单元。

b)划定规模。单元规模一般控制在5平方千米以内,旧城区、城市中心区的单元规模宜为1~3平

方千米,以工业、物流业及自然生态为主导功能的单元规模宜根据实际情况确定;同区位同类

型的单元规模差距不宜过大。

6.2单元类型

根据总体规划确定的城镇发展战略、资源保护、空间布局和规划建设要求,结合管理政策和功能分

区,单元分为产业发展单元、城市更新单元、城乡融合单元、一般单元四种类型。

a)产业发展单元是根据产业特点、区域资源、市场需求等因素,为促进产业的发展和集聚而划

定的详细规划范围。

b)城市更新单元是为统筹更新对象所在区域的规划要求和空间安排而划定的详细规划范围。

c)城乡融合单元是为统筹城镇开发边界外与城镇功能密切相关的紧邻区域的规划要求和用途管

制,而与城镇开发边界内区域统一划定的详细规划范围。

d)一般单元为上述三种类型以外的单元。

6.3单元分解方案

将总体规划的总量管控指标和空间布局的相关要求分解至各单元,优化配套设施供给与人口分布的

匹配关系,明确各单元的主导功能,人口、建设用地等总量,公共管理与公共服务设施、交通设施、公

用设施以及绿地与开敞空间的类型、规模、布局等,形成单元分解方案。

7分层编制与管控

7.1单元层次规划

7.1.1功能定位与规划目标

统筹考虑发展条件、总体规划及相关专项规划要求,聚焦底线管控和公共利益,明确单元主导功能

和规划目标。

7.1.2用地布局规划

规划包括下列内容。

a)用地布局。确定用地边界及用地性质,城镇建设用地宜规划至二级类,对于现状保留、已有规

划许可以及已确定边界的公共管理与公共服务用地、交通运输用地等可细分至三级类。

b)经营性用地。在满足功能用途互利、环境要求相似、相互间无不利影响的前提下,经营性用地

可采用混合大地块表达,即根据主导功能用地占比分为居住主导用地、商业服务业主导用地、

工业或物流主导用地;各地可因地制宜探索不同类型用地混合模式,确定主导功能用地占比和

正负面清单。

c)战略留白区和特别用途区。单元内的战略留白区维持现状用途,待发展意图明确后,按照具体

情况提出用途管制规则;单元内的特别用途区实施建设用地总量控制。

7.1.3建设规模和强度控制

规划包括下列内容。

a)建设规模。合理确定单元人口规模、城镇建设用地规模、城镇建设用地结构、总建筑面积(地

上)、住宅建筑面积(地上)等,明确经营性用地规模上限值和公益性用地规模下限值。

b)强度控制。结合交通承载力、设施配套服务能力、地区发展条件、城市设计等因素,明确开发

强度分区、各类用地开发强度通则式管控要求。

c)高度控制。考虑高度影响要素,落实城市天际线、景观视廊、历史文化保护和特定地区高度控

制要求,明确高度分区、建筑限高及通则式管控要求。

7.1.4居住空间规划

规划包括下列内容。

a)居住用地布局。涉及保障性住房的单元,明确保障性住房的规模和布局要求。引导在公共交通

站点、就业密集地区等周边布局居住用地,鼓励城市中心区、交通枢纽区、城市更新区的居住

用地进行混合开发。

b)提升居住环境品质。衔接相关专项规划和部门工作计划,落实老旧小区改造、城中村改造等规

划要求。有条件的地区可结合实际提出绿色建筑、装配式建筑等方面的引导要求。

7.1.5公共管理与公共服务设施规划

规划包括下列内容。

a)构建社区生活圈。宜构建15分钟和5~10分钟两个社区生活圈层级。15分钟社区生活圈基于街

道(镇)行政管理范围,配置内容丰富、规模适宜的服务要素;5~10分钟社区生活圈基于社

区管理范围,配置日常使用特别是面向老人、儿童及残障人士等特殊群体的基本服务要素。新

建地区公共管理与公共服务设施宜相对集中布局,城市更新地区因地制宜布局。有条件地区合

理布局社区嵌入式服务设施,完善社区服务功能。

b)独立占地的公共管理与公共服务设施。确定保留、改建、拆建、新建的各类公共管理与公共服

务设施类型、等级、数量、位置、规模等。

c)非独立占地的公共管理与公共服务设施。考虑单元功能定位、服务能级、服务人口等因素,明

确非独立占地的公共管理与公共服务设施空间布点和配置标准。

7.1.6绿地与开敞空间规划

规划包括下列内容。

a)山水本底。充分尊重现有的山体、水体资源,统筹单元与周边区域开敞空间系统性要求,用地

面积大于等于1公顷的自然山体、联通的水系、成片水面等宜优先规划为绿地与开敞空间,各

地根据实际情况确定具体规划标准。

b)绿地系统。落实总体规划确定的城市绿线,在确保整体结构稳定、规模不减少的情况下,明确

公园绿地和广场的类型、等级、数量、规模、空间布局和步行5分钟覆盖率,明确防护绿地规

模和管控要求。

c)河湖水域空间。落实总体规划确定的城市蓝线,尊重现状水系格局,明确单元内主要水域的规

划控制线、规模和管控要求。

d)廊道系统。落实与细化生态廊道、通风廊道等布局和管控要求。

7.1.7综合交通规划

规划包括下列内容。

a)区域交通。明确铁路、公路、航空、水运等区域交通设施的布局要求,重点落实交通廊道的走

向、控制宽度,重要交通枢纽及站点的等级、位置、用地规模和建设标准等管控内容。

b)道路交通。优化完善单元路网布局,确定快速路、主次干路的道路功能、线路走向、红线宽度、

横断面形式等,引导完善支路网,合理确定路网级配和密度。

c)公共交通。落实城市轨道交通、城市快速公交的走向和站点位置;明确各类公共交通场站的位

置、用地规模等。

d)慢行交通。明确步行、自行车等慢行交通主要通行线路走向及宽度要求。

e)停车设施。鼓励停车设施与其他功能混合布置,挖掘公共设施等地下空间潜力,鼓励发展地下

停车和立体停车,确定公共停车设施的位置、用地规模等,明确配建机动车、非机动车停车设

施标准和建设要求。

f)加油加气站、充(换)电站。确定加油加气站的位置、用地规模,充(换)电站的布局原则。

7.1.8市政公用设施规划

规划包括下列内容。
